The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Significant resources is devoted on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capability provided through timely intelligence. From observation points, defense planes that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't cause damage this time, sparing the city from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on Western support – a dependence that regional partners are demonstrably unable to substitute in the near term.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from Washington adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, no doubt, endure.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. Washington works based on a principle familiar among seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does little to discourage Russia, through diplomacy or military means, from assuming that the current condition will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but preventing a entire defensive failure until conditions improve in its benefit.

Existing Situation

Realistically, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
